Pensacola" sailed from New-York Oct. 16, 1889 on the solar eclipse expedition, carrying a scientific expedition sent to the west coast of Africa under the auspices of the Bureau of Navigation of the Navy Department to observe the total eclipse of the sun that was visible there Dec. 22. The expedition was a failure as a number of scientists, did not travel to the original observation site as a result of an outbreak of malaria and were unable to view the eclipse at the secondary site, due to overcast conditions. Folded cover franked with three 1841 1d red + 1847 1sh (top left corner missing & top right partially separated) tied by numeral "466" in oval grid with large red "7" handstamp adjacent, backstamped "Liverpool" postmark, endorsed manuscript "Caledonia …. " routing instructions in upper left corner, Very Fine. Scott No. 3+5  Estimate $200 - 300. This franking pays the 1/ per half ounce contract packet rate to the U.S. plus 3d late fee. The late fee for Liverpool was on an experimental basis and charged 1d for 15 minutes after the time of clearing the letter box and 3d after 15 minutes up to 10 minutes prior to the time of dispatch from sometime in 1847 to 1 March 1849 when this rate was put into effect in several towns. The U.S. rate of 7c due represents 2c ship and Sc half ounce zone rate for under 300 miles. Per Cunard Line steamer Caledonia, departing Liverpool 12/03, arriving Boston 27 March. Folded cover franked with 1856 6d + 1sh neatly tied by Liverpool numeral "166" duplex cancel with manuscript "City of Manchester from Liverpool" routing in upper left corner, and red handstamped "21 Cents" credit to the U.S., letter datelined "London Feb. 1, 1859", Extremely Fine. Scott No. 27+28  Estimate $150 - 200. Franking paid the correct 1 shilling per half ounce letter rate, with an additional six pence unexplained. There was a six pence railway fee for letters posted in Euston station for the TPO to Liverpool. According to Moubray (Jane & Michael - British Letter Mail to Overseas Destinations 1840-1875) these were backstamped "Euston Square station". Sometime in 1859, the fee for mail received at the Floating Receiving House was reduced to six pence (Tabeart - Robertson Revisited). Without either the railway or FRH markings it can't be ascertained exactly which service was used. Scott No. 33+48  Estimate $75 - 100. The franking pays the 1sh (24c U.S) per half ounce letter rate plus 2d late fee for posting at either St. Martin's~e-Grand, Chief District Office and Lombard Street between 6:46 and 7:15 PM. The more commonly seen 1d late fee was for posting at the above offices between 6:00 and 6:45 PM. Per Inman Line steamer City of Washington departing Liverpool 6 Feb, Queenstown 8 Feb, arriving New York 22 Feb. While the Inman Line was a British steamship company it was under contract to the U.S to carry U.S. mails until 1 Jan 68 at which time there was a British contract in effect to carry the mails Westward. Blue registered cover franked with 1865 6d (Plate 6, faulty) + 1sh (plate 4) tied by "Walsall 834" duplex cancel with scarce red "Detroit Am. Pkt/Paid" at bottom left, manuscript endorsement "Registered" at top left. Scott No. 45+48  Estimate $200 - 300. Franking pays the 1 shilling per half ounce letter rate plus 4 pence registration fee plus 2 pence overpayment. Very few overpayments of this magnitude are found on British mail. The registration fee to the U.S. changed to 4 pence effective 1 Feb 1866 section 66020 - (British Post Office Notices 1666 -1899, Volume 6, 1860-1869, Part 2 by M.M. Raguin). Possibly the mailing post office was unaware of the change or this represents an unofficial 4 pence stamp since about a fourth of the top is missing. It's possible the postal clerk didn't have a four pence stamp in stock and charged 4 pence for part of a six pence stamp. It has been thought the 2 pence overcharge might represent a late fee but section 63043 (ibid.) states: "2. That all Letters, whether Inland, Colonial, or Foreign, may be Registered at the London District Post Offices (including the Lombard Street and Charing Cross Branch Post Offices), or at any Provincial Head Post Office In the United Kingdom, after the ordinary hours appointed for the Registration thereof at any such post office, until closing of the Letter Box for each despatch, or until such Post Offices is closed for the night, upon payment of a late Registration rate of Postage of Four pence, which shall be payable in Stamps, in addition to the ordinary Registration rate, and to any other rates chargeable or payable thereon.", eliminating this as a possibility. Carried per Allen Line steamer "Hibernian", departing Liverpool 12 Dee., arriving Portland 27 Dec. Very unusual cover!!! . (Image1)
