Feb 28, 1863" cds's on locally addressed cover; strip with faults, cover repaired at right with tear into address, Fine, a very unusual franking, ex-Hughes, signed Dietz & Kaufmann, with 2008 C.S.A. certificate.

Cover addressed to Mr. Paulis Powell, a Congressman from Va. His duties included assessing claims of wartime damage to private property. The Richmond cds is a type 4c and was used only in February of 1863.
