The sender of the letter asked for the mail to Tibet to go via India. Tibet was never a member of the UPU. The envelope arrived in Gyantse, Tibet on November 24 but was sent back to sender via the Calcutta and Bombay dead letter offices.

A very nice, clean example showing all three dollar values. Likely use was on a bank mail pouch sent by registered parcel post from one bank to another with bearer bonds or similar security. Tag mailed to zone 4 and fee calculated as $1.35 for first $1,000 indemnity fee, $11.715 (additional fee at 15c per $1,000) for indemnity of $85,000 and 33c postage (11 ounces at 3c per ounce).

Intended to pay the 3c domestic first class rate, letter was censored and detained because military in the Canal Zone were to use only U.S. stamps when sending out mail since overprinted Canal Zone stamps would give away the sender’s location. Letter released on June 23, 1945, almost two and a half years after it was put in the mail. Very desirable usage.
