Circular to Postmasters" directive from the office of the Third Assistant Postmaster General and dated May 1 1871; two printed pages with 12 directives concerning what was and wasn't acceptable on special request envelopes provided by the Post Office - "Special devices and the address of correspondents will not be printed under any circumstances" by the GPO, however the directives "..does not of course prevent parties from having stamped or other envelopes purchased by them printed in any manner they may desire, at their own expense", some light aging along one of the folds but Very Fine overall (Image 1)
