1870 underpaid cover to France by "C35" obliterator in black with rare usage of "INSUFFICIENTLY / PREPAID" handstamp in red below (short paid 4d.). Reverse with PANAMA cds (May 21) in black, thence via London where framed "GB / 1F 60c." accountancy
