910   image1815 British Naval Vessel "Near New Orleans" To London, England Via Portsmouth, entire datelined "HMS Asia Jany 27th 1815 Near New Orleans" from Royal Marines Capt. John R. Mascall who had participated at the ill fated British attack on New Orleans on the January 8th. This was 2 weeks after the Treaty of Ghent had been signed and therefore an unnecessary battle. Britain lost 2,000 soldiers including the two Generals leading the attack against a total US loss of 14. entered British mails with "Ship Letter, Portsmouth" with manuscript "1/2" 1s2d inland due rating for 6d ship letter fee plus 8d to London, addressed to the Government Paymasters at Hatton Garden, London; horizontal file fold, Very Fine. Estimate  $2,000 - 3,000. A portion of the letter reads: "I have the pleasure to acquaint you of my safety after the attack on the City of New Orleans, the particulars and disaster I shall not to presume to enumerate, the public accounts will sufficiently evince the event.". Letter sent without U.S. inland postage because postmaster of Canton, Mass. was entitled to free postage and used his free frank privilege with the endorsement in the upper right corner. When the letter arrived at France it was marked for 11 decimes postage due (1 decime sea postage plus 10 decimes inland postage). The "decime du mer" was a 1 decime charge for an incoming ship letter, to which the inland fee had to be added. (Image1)

Estimate  $300 - 400. "Acadia" transferred her mail to Cunard auxiliary steamer "Unicorn" at Halifax and returned with Unicorn's mail to Liverpool. "Unicorn" carried the mail to Boston. Postage due marked by Boston was 6¢ for the incoming ship letter rate at arrival port. Liverpool indicated one shilling prepayment with a red handstamp of an unusual style. 927   image1848 (Mar. 21) New York, N.Y. To Montpelier, France, no datestamp but presumably originated in New York and prepaid 24¢ for the American packet rate to France, carried as endorsed on Ocean Line Hermann arriving at Southampton Apr. 11th, upon arrival in England, the American mail agent, William Iselin, arranged for the transport of this letter directly to France, without passing through the London Foreign Office. As such, this letter did not receive the usual COLONIES/ &c.ART.13 handstamp, but instead, was struck with the "Outre-Mer, Le Havre, Avril 13" entry cds as ship letter and manuscript "21" decimes was required to pay the 1 decime ship letter fee plus the French internal postage on a letter weighing 10 grams, Very Fine, Carried on the Maiden Voyage of the Ocean Line Hermann. Estimate  $400 - 600. Beginning 1 June 1847, the United States provided its first contract steamship service for carrying mail to and from Europe, via the Ocean Line. The fee associated with this service was 24¢ per ½ ounce, plus the U.S. internal postage to New York (5¢ for distances less than 300 miles, or 10¢ for greater distances). The 24¢ prepayment represented only the transatlantic portion of the transit, so that all such letters were considered unpaid beyond the British port of arrival. Note that only the letters from voyages two through six of the Ocean Line were never placed into the British Mails, and entered France as private ship letters. (Image1)

Letter was carried on eighth of only nine voyage by Cunard steamers to New York before retaliatory rate period. Letter carried on 1st of 25 Cunard mail voyages to the U.S. under the retaliatory order by which the U.S. charged the American Packet rate on letters carried to or from the U.S. by British contract mail steamers. The result was a double charge for sea postage since the British insisted on charging their own sea postage. (Image1)

Skinner. Estimate  $6,000 - 8,000. ONE OF ONLY THREE RECORDED EXAMPLES OF THE NEW ORLEANS BRITISH POST OFFICE SPLIT RING POSTMARK. THIS IS THE ONLY RECORDED TYPE IV EXAMPLE USED ON THE 1848 SERVICE. The first British Post Office in New Orleans was started in 1842 when the British Consul, John Crawford, was appointed Packet Agent and established a letter office in the city where mail could be left for forwarding to the West Indies and Europe. Both a New Orleans two-line postmark and split ring cds were supplied by the British Post Office. The route of the packet was Tampico-New Orleans-Havana. The service ended by the end of 1842. There are only two recorded examples of the split ring postmark used during the 1842 packet service.In 1847 the RMSP service between Tampico and Southampton briefly included a stop at Cat Island in the Mississippi Delta to service New Orleans. In 1847, a fresh handstamp of the split ring postmark was sent to New Orleans when William Mure was the agent. The service was suspended in 1849 after limited demand.There is an unusual note on the inside of the cover: "N.B. The treaty was not ratified by Congress until February 1849 and the three eastbound sailings by Cunard before ratification are known as the Restored Period. Henry Clay apparently applied his free frank on this transatlantic cover, not realized that his frank was valid only on domestic postage. The postmaster recognized this and required Clay to prepay the 24¢ packet fee for transatlantic service.Henry Clay, Sr. (1777-1852) was an American lawyer, politician and skilled orator who represented Kentucky in both the United States Senate and House of Representatives. He served three different terms as Speaker of the House of Representatives and was also Secretary of State from 1825 to 1829. He lost his campaigns for president in 1824, 1832 and 1844. (Image1)

Until April 1853, letters prepaid 4¢ show a 2¢ credit to G.B. Examples of the 4¢ prepayment and 2¢ credit are seldom seen. However, since this cover is marked for 28 crazie postage due it appears that it was treated as an unpaid letter in Tuscany for reasons unknown. (Image1)

Under additional Articles to the 1847 Franco-Bavarian Convention, effective Nov. 1st 1850, France received a bulk rate payment of 1F20c per 30 grams for the postal services provided on prepaid letters sent from Bavaria to the US via the Havre Line. The total postage collected on such letters was 18 kreuzers per ½ loth. This amount was a combination of the 9 kreuzer Bavarian postage (which included any transit fees paid to the Prussian, Baden, or Thurn & Taxis Posts), plus the 9 kreuzer (30 centimes) portion due to France, and was sufficient to carry each letter only to the French port of debarkation (Le Havre). Germania made four of the nine round voyages between Bremerhaven and New York carrying mails for this very short-lived Bremen steamship company attempting to compete with the American Ocean Line. Estimate  $150 - 200. Letter prepayment believed to be 5¢ internal plus 2¢ ship fee, a non-existent rate. New York ignored the prepayment, since it was less than the full amount to Bremen, and sent letter unpaid. The Bremen handstamp showed that 24 Rhennish kreuzer was the unpaid international transit postage and 9 kr. the German internal transit to Württemberg, for a total postage due of 33 kr. Additional fees were imposed in Württemberg (reasons unknown) bringing the postage due to 46¢. (Image1)

Carried by PMSS Columbia to San Francisco, where it was transferred to the steamship John L. Stevens for the passage to Panama. After crossing the Isthmus to Aspinwall, it was carried to New York aboard the U.S. steamship George Law, red "New York Am. Packet Nov 20" exchange cds, the Collins Line Atlantic to G.B. The London Foreign Office processed this letter, then forwarded it to France at the 1 shilling 8 pence per ounce closed mail bulk rate established under the current Franco-British Convention. red Paris (12.3) arrival and "16" decimes due rating for 7½-15 gram letter; some toning and large tear at right, Fine, West Coast letters sent to France from anywhere other than California are most uncommon during this period. Estimate  $300 - 400. Beginning 1 July 1851, changes in the U.S. internal postage rates affected the fees imposed on those mails sent to France from the West Coast (California and Oregon). Although the U.S. postage on internal letters sent to or from the West Coast was reduced to 6¢ per ½ ounce, the adjusted rate under the existing U.S.-British Convention was established at 10¢ per ½ ounce (twice the normal 5¢ per ½ ounce Treaty rate). Initially, the San Francisco Post Office mistakenly collected only 22¢ per ½ ounce (6¢ U.S. + 16¢ sea transit) for prepaid letters sent in the British Open Mails to France by American packets. By the fall of 1851, however, this error was rectified, and the correct rate of 26¢ per ½ ounce was instituted. Note that this letter bears the "Olympia, Ogn" datestamp, left over from the time when Olympia was part of Oregon, prior to the establishment of the Washington Territory. (Image1)

As a result, the British elected to forward this letter to Spain via the overland route through France, rather than wait for the next sailing of the Peninsular packet. blue Madrid arrival backstamp and black "20 Rs." due handstamp for internal postage, Very Fine, Since this 73¢ rate was substantially higher than the available rates through France it was rarely used, This being the finer of only two recorded examples of this 73¢ rate. Estimate  $300 - 400. Beginning 1 July 1849, it became possible to prepay letters to destinations beyond Great Britain under the new U.S.-British Convention. With regard to the Spanish mails, a 73 cent per ½ ounce "via Southampton" rate was established for prepaid letters sent first to England, then forwarded directly to the Peninsula by British packet service. At the same time, a "via France" rate to Spain was established at 41 cents per ¼ ounce, or 51 cents per ½ ounce. '21' Mar 16" integral due cds for 16¢ packet fee plus 5¢ internal, F.-V.F., Although this special 30c/60c rate to the United States, via the Ocean Line steamships from Southampton, remained in effect until June 1857 (the last westbound mail-carrying voyage of the Ocean Line steamships), very few examples have been reported. Estimate  $150 - 200. Under an additional agreement of 1 October 1851, letters could be sent from France to the United States by way of the Ocean Line calling at Southampton. Since these letters were forwarded directly from France to the American packets, never entering the British postal system, the French prepayment remained at the non-contract ship rates previously applied to letters sent by direct American service from Le Havre. As of 1 August 1849, these rates were established at 30 centimes per 7½ grams for letters sent from the port of departure, and 60 centimes per 7½ grams for all other mail. (Image1)

At Aden, this letter was transferred to the European & Australian steamship Columbian that carried it to Suez. After crossing the Isthmus to Alexandria, the E&A steamship Cambria carried this letter as far as Malta, from where the E&A steamship Wye provided the final transit to Marseille. After crossing France by rail, this letter arrived at London on 14 October 1858, carried by Cunard Line Persia, the British applied a 34¢ debit against the U.S. (a combination of the 9 pence (18¢) rate between Mauritius and the United Kingdom, plus the 16¢ transatlantic fee), black "New-York Br. Pkt. Oct 26" cds and "39" cent debit rating (addtl. 5¢ inland); part of backflap removed, Very Fine. Estimate  $400 - 600. Under additional articles of the U.S.-British Convention, effective in July 1857, the ordinary letter rate between the United States and Mauritius was reduced to 33¢ per ½ ounce for those letters sent by British packet service via the Southampton route.
