VERY FINE THREE-COLOR FRANKING OF THE 1849 ISSUE ON COVER FROM PARIS TO NEW YORK. THIS IS ALSO A LIKELY UNIQUE USE OF THE "INSUFFICIENT POSTAGE" CANCEL TO TIE STAMPS OF THE FIRST ISSUE.
This cover was prepaid for the obsolete 15-decimes rate (20-centimes overpayment of the new 13-decimes rate). It was carried on the Cunarder Europa, departing Liverpool Oct. 9, arriving New York Oct. 21. This was carried on the Cunarder Arabia, leaving Liverpool May 21, 1853 and arriving New York May 31. (Image)
VERY FINE COVER TO NEW YORK, PREPAID IN FRANCE FOR BRITISH PACKET CARRIAGE, BUT CHARGED AMERICAN PACKET POSTAGE IN NEW YORK DURING THE "SECOND RETALIATORY RATE" PERIOD.
The U.S. Post Office Department, unaware that the continued discriminatory rates charged on American Packet mail to France after the 1848 treaty were rescinded in September 1851, briefly charged retaliatory packet postage of 16c (plus the normal 5c) on French mail via British Packet. This lasted only from Jan. 24 to Feb. 9, 1853. On Feb. 10 the Post Office Department issued a notice rescinding the extra sea charge and restoring the 5c Open Mail rate for letters sent to France via British Packet. There were only two westbound sailings during this period.

French prepayments were reduced to 1fr30c per 7.5 grams, with 80-centimes credit to Great Britain, effective Dec. 1, 1851. This was carried by British packet on the Cunarder Canada, departing Liverpool on Jan. 31 and arriving New York Feb. 18.

French Circular #67 set 25-decimes per 7.5 grams fully-paid rate to California by the Royal Mail Steam Packet Co. via St. Thomas and Chagres, effective Sep. 1, 1851. The U.S. erroneously collected 20c due on this mail. This cover was carried on RMSP steamer Magdalena from Southampton on May 17, arriving St. Thomas Jun. 1, then by RMSP Trent to Chagres, arriving Jun. 10. It was carried to California by the PMSC steamer Tennessee from Panama on Jun. 24, arriving San Francisco July 10.
