Transit backstamp and "8" cents credit datestamp on small 1870 cover to France, Calais entry double-circle datestamp of May 31, slightly reduced at top and missing flap, still Fine and rare 1870 12c Phantom Rate use, following the expiration of the U.S.-France mail treaty on December 31, 1869 the New York postmaster was aware of and sometimes employed an unannounced fully-prepaid rate to France of 12c with 8c credit to England (published in the foreign postage tables for Algeria), the 12c rate applied only until July 1, when it was reduced to 10c, the sender of this cover may have prepaid it for the expired 15c treaty rate (3c overpayment), in any event it was sufficiently prepaid for the 12c rate (Image)
