VERY FINE. A SCARCE REJECTED USE OF A BISECT OF THE 12-CENT STAMP FROM SAN FRANCISCO IN 1853.
During the period from 1853 to April 1855, bisected 12c 1851 stamps were used on mail from the West Coast to prepay the 6c over-3,000 miles rate to the East Coast. Sometimes they were accepted by the post office and sometimes they were rejected. According to research by James Allen, the 1st Assistant PMG's first official notice to postmasters that bisected stamps were invalid was published on September 12, 1853. In this case the San Francisco office rejected the use of the bisect and marked it due 10c from the recipient.
