Stamp-size photographic essay of wash drawing, depicting the "Steamship and Mail Tender" design that was adopted for the 10c value, with additional pen and ink lettering and wash touch up, mounted on 101 x 83mm card with hand inscription and signed "Approved Oct. 11, 1912 Frank H. Hitchcock Postmaster General", also light pencil at top indicating the design was changed to the 10c
