Dept., Carabao Island, Manila Bay,, Philippine Islands" with Kangaroos 1d red Die II x2 affixed with partial 'QUE[ENSTOWN]/TASMANIA' cds cancel later invalidated with two "X" manuscript cancels in black ink, taxed with Hobart (?) 'T'-in-oval cachet apparently originally endorsed "1d" later changed to "20c" [centimes], undeliverable with various transits, 'ADVERTISED/JUN/15/1914/MANILA P.I.' triple-circle instructional datestamp and 'UNCLAIMED' & 'NON RECLAME' cachets all in violet on the face and 'DEAD LETTER OF[FICE]/AUG/14/1914/Manila P.[I.]' backstamp in violet, returned via Queensland with 'DEAD LETTER OFFICE/20OC14/BRISBANE' backstamp in red & 'DEAD LETTER OFFICE/OC28/14/TASMANIA' arrival in black also on the reverse, minor blemishes & bends lightly affecting the adhesives. The rate was ten-times 2½d per ½oz foreign letter with a ½d convenience overpayment. A rare & remarkable franking: the ACSC lists the 5d at $1200 and the 1/- at $1250 for on-cover usages. 1301 long cover image1915 (May 22) long cover (275x123mm) with large Werner Pfleiderer & Perkins Engineers & Patentees cachet across the flap, to their office in Cambridgeshire UK unusually per American ship USS 'Moana' with First Wmk 3d (defective) & 6d blue (probably Second Wmk, Cat $1500 on cover) plus KGV 1d red tied by 'SYDNEY/ 50 ' cds, a few faults including heavy central vertical fold well clear of the stamps. A very scarce franking paying either Empire letter rate 1d x10 or x9 plus 1d late fee. [The Second Wmk 6d is recorded from -.4.1915. 1302 c image1915 (Nov 1) The Colonial Bank of Australasia envelope to USA with Kangaroos Third Wmk 2d grey & 3d olive Die I tied by 'LATE FEE/1/6-P/SPENCER ST VIC' cds cancels, censored with 'PASSED' straight-line cachet in violet on the face overstruck by Melbourne '12 15A -2NO16' cds (year error) of early the next morning, a couple of minor transmission marks. The rate was 2½d foreign letter plus 2½d late fee at one additional rate of postage. The late fee on overseas mail was not reduced to 1d (2d for registered items) until 1922. Unusually for an item with late fee paid, it was not posted in that day's mail; it remained in Melbourne until the next day as evidenced by the second datestamp, presumably because of the need for censorship. The foreign letter rate was 2½d per ½oz, so the item appears to have underpaid the triple rate, but was not taxed.
