4166 ng   image1917 3c-6fr25c surcharges on German stamps, overprinted "Flandern" instead of "Belgien", 13 different, complete as printed, unused without gum, couple of minor perf. flaws, fresh, fine-v.f., with 1986 Lundin certificate (in the summer of 1917, Belgium was divided into two political administrative areas. As a result, two independent postal administrations were set up on 21 October 1917. Brussels was the main postal center in Flanders, and Namur in Wallonia. Presumably it was planned in Berlin to replace the "Belgien" overprints with "Flandern" and "Wallonien". Trial printings were made at the end of 1917 and in early 1918.
