3265 ng   image1913 The Romanov Tercentenary Issue was popular among stamp collectors in Finland, due to the high quality and the beautiful design of the stamps in spite of being anti-Russian. There has been some discussion whether these stamps were even sold at Finnish post offices. Regardless, many philatelic items exist with Romanov stamps used in Finland. In fact, a special issue was planned for Finland, similar to the "para" and "Piastre" Russian Levant surcharges. One of the highlights of the Kugel collection is this set of 11 Romanov stamps surcharged in "Pen" and "Kronen" on kopeck values and 1r-5r, unused without gum, ex-Faberge (this is the set offered in a Kaj Hellman Auction (Jan 25,1992, lot 1766), also illustrated in Handbook III on page 48. Prepared, but obviously never issued (for fear of misuse or disrespect by the anti-Czarist Finns). Feldpostexped des Ostasiatischen Expeditionscorps 4/4" cds, minor cover wear and tears, with Breslau (22.5.01) arrival pmk on back, filing fold away from the stamps, pencil signed, with 1964 Peter Rickenback guarantee, ex-Sir Percival David. A rare cover (during the Boxer Rebellion, supplies of Numeral and Eagle "China" overprints were exhausted at the German post offices in China. To remedy this shortage, unoverprinted German and Kiautschou postage was used in a variety of provisional forms. The German post office in China accepted Chinese dollars at 2.50 marks per dollar, while on the open market the rate of exchange was 2-1. Private individuals could buy the unoverprinted stamps and realize a 25% gain by returning them to Germany.
