2065 og image1912, Foochow "Provisional Neutrality" overprint, 10¢ blue, unissued (Chan PN7), crisply printed basic stamp with rich, clear overprint, disturbed o.g.; perforation toning, still Fine to Very Fine and rare, with 2024 P.F. certificate.

Following the October 1911 Revolution, the postal authorities ordered the Statistical Department to overprint "Provisional Neutrality" on the fifteen values of the unwatermarked Coiling Dragons issue. The Republican Government objected, however, criticizing the wording and ordering all such overprinted stamps suspended from sale and returned to the Shanghai General Post Office for further processing. Only the 3c and $1 to $5 denominations were briefly put on sale at Foochow for a few days in February 1912, thus making it into collectors' hands. This is one of the eleven values successfully recalled by the Republican Government. (Image1) (Image2) (Image3)
