John Brough, on fresh State of Ohio Executive Department stationery datelined Jan. 14, 1864, 3 days after taking office on Jan. 11; the letter reads, "Capt (Lewis) McCoy, Camp Delaware, Sir, Authority has been sent from the War Department to raise another Regiment of Colored Troops to be known as the 27th Regiment U.S. Colored Troops. They rendezvous at Camp Delaware O(hio). I have asked authority to make a temporary appointment of Quartermaster & requested Congress for this Regiment. Our company yet remains to fill up the 5th regiment as soon as ready they will be sent forward. Please advise me whether there are any officers for this Company now in camp. -- Very respectfully, John Brough", and accompanied by the original State of Ohio Executive Dept. cover franked wtih #65 tied by target with "Columbus O. 483			Ohio State Penitentiary, U.S. 3¢ 1861 (#65) with target cancel, "Columbus O. Oct. 14" (1863) double circular datestamp alongside, "Ex Geo. S. Lester A.D.C." (used this Aug. 30 to Dec. 9, 1863) censor at left, to Mrs. Mary F. Bullock, Livingston KY; top backflap removed, still Very Fine, Harrison records 43 covers from the Ohio State Penitentiary. He writes "Several of the covers are from General Morgan, most of the rest are from Maj. Robert Bullock.", signed Trish Kaufmann. Morgan and about 27 of his Raiders, including Bullock, were captured on July 26, 1863, imprisoned in the Ohio State Penitentiary 5 days later on August 1, and thoroughly shamed and humiliated. They were joined by General Basil Duke and 41 others. Morgan and 6 of his officers escaped Nov. 27, 1863 and the remainder of the POWs were held there until March 25, 1864 when they were moved to Ft.
