Complaints from mostly commercial customers about the fragile nature of perf 12 coils were dealt with by the Post Office Department by issuing perf 8½ coils; clearly the supply of 1¢ and 2¢ coil stamps printed on double line watermarked paper were exhausted (#348, 349, 352 & 353) and the stamps printed on the newer single line watermarked paper were used (#385-388) for a short time until the perforations could be changed from 12 to 8½ (#390-393); the Scott Specialized catalog notes an issue date for #388 of Nov. 1, 1910 and an EDU of Jan. 4, 1911; an issue date for #393 of Dec. 16, 1910 and an EDU of Dec. 27, 1910. The Post Office Department produced 10,000 3¢ coil stamps specifically for the Bell Pharmaceutical Company of Orangeburg N.Y., who used the majority of the stamps between May and September 1911. Many of the stamps suffered damage when the thicker envelopes containing samples of its products passed through the canceling machines. No other company received this 3¢ coil stamp and none were sent to post offices.
