The Charleston Mercury announced the availability of the Charleston stamped envelopes in the 15 August 1861 issue…The design of the indicium is very similar to the design of the adhesive provisional. The printing form consisted of two horizontal rows of five subjects each. Two impressions of the printing form were made on each printed sheet. The 10-cent stamp was prepared by changing the denomination value in each subject of the printing form."

The intro to the census reads "The Jonesboro provisional marking is in the form of a seal featuring the rate in the center and the name of the postmaster (J. E. Williams) and the name of the town in a circle around the center. The device was handstamped on envelopes. Two different colors of ink were used to handstamp the Jonesboro provisional envelopes: black and dark blue.

The latter can be misinterpreted as black unless examined in natural light. There is no discernible period of use for the two different inks. Six of the dark blue covers do not have postmarks. One of these has been dated from docketing on the cover and contents as August 1861. Jonesboro provisionals cut square are known only in dark blue."
