Savage was an engraver at the American Bank Note Company. His bio is here https://nnp.wustl.edu/library/periodical/627276. We speculate that William "Billy" McCarthy was the William "Billy" McCarthy who served as Northern California manager of Franklin D. Roosevelt's presidential campaign in March 1932, and later that year was named vice-chairman of the Democratic State Central Committee.
