In 1924, President Calvin Coolidge appointed 36 year old Alvin Hall director of the Bureau of Engraving and Printing. He retired after 30 years as director, making him the youngest and the longest-serving director. Hall died in 1969 at age 80, and his 3-volume collection of photo essays and small die proofs passed to his son, Alvin Jr., who, nearly 40 years later, consigned his father's collection to a May 2017 public auction. According to James E. Lee, this sale was a unique piece of philatelic history and brought prices that were unheard of for photo essays.There were 3 C20 photo essays and they were sold with the other airmails (1 C23, 2 C29, 4 CE1; lot #12; which realized $4,500 hammer or $450 hammer per item)
A photo essay is a photographic reduction of a model, rejected design, incomplete design, or finished engraved proof printed on glossy photographic paper. The Bureau of Engraving and Printing produced them for over a half century, beginning with the 1901 Pan-American issue. Photo essays should not be confused with the publicity photos of actual postage stamps that were released by the U.S. Post Office Department to publicize forthcoming new stamp issues.
Jim Lee also opined " It is doubtful that photo essays from this period will ever make it into the Scott U.S. Specialized catalog. However, this does not diminish their importance to collectors and their collections and exhibits. The results of the sale of the Hall collection reinforce the validity of this type of material and the growth of its value."

650 P C25P2-C31P2 imageAirmail, 1941-44, Transport complete, small die proofs on white wove paper (Scott C25P2-C31P2), 43x27mm with large even margins all around and rich colors, Extremely Fine set, 2 documented sets—this set was first offered at a 1998 auction, where purchased by Livingston, which was sold at auction in 2006 to Curtis, which was sold at auction in 2015 to our consignor; the other set was first offered in a 1972 auction and again in 1977 and 2002, ex Livingston & Curtis.

The description of this set in the Livingston sale stated that these were printed on bond paper. We quote the description directly "the bond paper of this issue is characteristic of the small die proofs after 1941, it distinguishes itself from any possibility of cut down large die proofs, which are on wove paper and are not even known in their entirety for this set" (DFK note: only the 10¢ is known as a large die proof). The Curtis sale description also states Bond paper (probably copied from Livingston). The Scott Specialized catalog, however, states white wove paper, and we agree.

651 og C34P2-C36P2 imageAirmail, 1947 Issues, complete, small die proofs on yellowish bond paper (Scott C34P2-C36P2), 40 x 24mm with full even margins all around; each with tiny thin (10¢ & 15¢) or small thin spots (25¢), Extremely Fine and attractive set, believed to be unique because this is the only set that has appeared on the market now 78 years later, but there is no literature stating how many have been produced, ex Livingston & Curtis, with sequential 1988 P.F. certificates.


Very few issues have had proofs produced in this small format on this distinctive paper that often exhibits thins, and those that have, were produced for a special exhibition, thus engendering speculation that these were also produced for a special exhibition, very possibly the CIPEX show in NYC May 17-25, 1947, but were not shown there because the stamps were not released until after the show
despite being certified by the P.F. in 1988 and offered at prominent public auctions in 2006 and 2015, these are not listed in Scott.

Unlisted in Scott; Scott lists 1¢-20¢ die on card or affixed to card in different colors with the same designs, and similar approval cards for 7 of the 12 issued Parcel Post stamps, which are priced between $2,250 and $8,500.
