According to one of many J. Frank Braceland articles on Newspaper stamps published in the US Specialist, the first Newspaper stamps were issued from 1865-1869 and, according to the Nov. 15, 1869 report of PMG Creswell, "The issue of periodical stamps was discontinued by my predecessor about February 1, 1869. No reason was given for this action nor was there any further information on the subject. It is not known whether the stamp remainders in the hands of postmasters were used up or returned to Washington for destruction." After the stamps were discontinued, the department reverted to its old system of collecting the postage in case, using no stamps.

"Hard Paper" Reprint of the 1865 issue (Scott PR6), without gum as issued, strong color and proof-quality impression, Extremely Fine, Similar to National vs Continental bank note issues, a crisp hard white paper was used for the reprints (Scott PR5-PR7) which is a little thicker than the originals and this can be noted by flexing the paper slightly. Under magnification the reprints show a finer fiber and they tear cleanly at the perforation, whereas the originals nearly always show a few fibers or shreds protruding at the perforations. Both are perf 12 and issued without gum. The shades of the reprints generally are darker and heavier than those of the originals and have the appearance of having been printed with thicker inks. The 5¢ cannot be definitely distinguished by shade due to the wide range of shades of both reprint and original. The shades of the 10¢ are darker than the usual shades of the original. The 25¢ can definitely be distinguished by color as the dark carmine and dark carmine red are quite different from any shades of the original., only 7,765 sold, with 2020 Crowe certificate.
