4284 cover 13d image1863, 20¢ green, unique DOUBLE diagonal bisect on cover (Scott 13d), bottom left and top right diagonal halves of two different stamps, tied by "Shreveport La. Feb. 21" double circle datestamp on buff cover addressed to "Col. W. D. Reagan, Military Court, Cavalry District Ark., Washington Ark.," roughly opened at right affecting the upper right bisect, still Fine and an undoubtedly unique usage of prepared bisects for a double rate letter. Also accompanied by copy of the description from the Lemley catalog (John Kaufmann Oct. 1977). Ex-Lemley who wrote this cover up and imaged it for a January 1962 article in the Confederate Philatelist (copy accompanies) & Keeling, with official copy of 1954 letter from Stanley Ashbrook to Raynor Hubbell.

Per wikipedia, "following the capture of Little Rock by the Union Army in 1863, the pro-Confederate States of America state government moved the state government offices to Hot Springs for a short time, then ultimately based the state government out of Washington, making it the (rebel) state capital until 1865."
Per
The Bench and Bar of Washington County, Arkansas, 1828-1961 (page 9) "Wilburn D. Reagan came from Tennessee in 1830 and located in what is now Carroll County. He followed school teaching for two or three years and then began the study of law under Judge S. G. Sneed. In 1835, he was admitted to the bar and the next year elected to the legislature. In 1838 he removed to Fayetteville and in 1840 served in the General Assembly from Washington County. With the exception of some eight or ten years in Texas, he was a resident of Fayetteville." Lemley's son paid for the articles Lemly wrote in the Confederate Philatelist to be reprinted in the back of the Lemley auction catalog, thus making it a valuable collectable handbook. This is article #12. (Image) (Image2) (Image3) (Image4) (Image5) (Image6) (All Images)

On May 4, 1861, two weeks before North Carolina seceded, Zebulon Baird Vance raised a company of local men known as the Rough and Ready Guards and became their captain. He led his troops in various battles and ran for governor while neither campaigning nor leaving the battlefield. He was in the trenches at Petersburg, Virginia when he learned about the outcome of the election. He resigned his commission and traveled to Raleigh to become governor. He was inaugurated on September 8, 1862 at the age of 32. The war over, Vance was arrested in Statesville on May 13, 1865, his 35th birthday, and he was out as governor as Andrew Johnson appointed someone else. After 47 days in jail, he was paroled and later pardoned by Johnson. He went on to serve as governor again (1877-79), then in the Senate (1879-April 14 1894; his date of death). You can read more about him on his wikipedia page (https://en.wikipedia.org/wiki/Zebulon_Vance).
