1944, 2¢ rose, "Victory" overprint, booklet pane of six (Scott 463a), deep bright color, unused with interleaving adhering, large age spot in tab around two staples with some slight erosion there, and a pair of 50¢ carmine and yellow booklet covers, both the front and back have "Victory" overprint, pencil notations and usual rust around staples, Fine appearance, only 28 panes were produced; the rarest of the booklet panes issued for the Philippines Islands, in this case, as a Commonwealth of the United States.

The repossession of the Philippines from Japan had begun with the invasion of Leyte on October 20, 1944. As post offices were recaptured, the surviving stocks of stamps were sent to Tacloban, where the postmaster applied his hand-carved "Victory" rubber stamp.
