According to Gaines, "In order to raise funds to collect and distribute books to POWs and pay staff, the B.I.E. issued these labels and were sold in 1941 & 1942. Some labels were used by the B.I.E. on its own correspondence. As the wrapper shown on the bottom of page 1143 (in the collection) proves, the B.I.E. complied with postal regulartions. Rubber-stamp cachets were used to tie the labels to the envelopes (or collection albums also issued by the B.I.E.) Such covers are seldom seen and are valued $50+. Some POWs, internees and Swiss Army officers placed the labels in the upper right corner and "cancelled" them with the cachets or postmarks of the internmentn camp. These are more common with value $30+."
