1940 Ball Bay Prepared for Use but Unissued Perf 11 1d emerald, 2d scarlet (tiny mark at upper-left), 3d bright blue, 6d chocolate
& 1/- grey-green, well-centred, characteristic slightly tropicalised gum, unmounted. The die was engraved by Frank Manley in 1938. These five values were approved in 1939 and printed in 1940, but the issue was delayed because it was realised that the
separate Norfolk Island postal administration had not been properly established. The issue was eventually cancelled, presumably because of the continuation of World War II. Often referred to as "proofs" or "colour trials", these were prepared for use
but unissued. Rare: Stephen Bradford's similar set sold at our auction of 9.11.2002 for $7840; the Garrard Family set (four of the five marginal) sold at our auction of 6.8.2011 for $8050. (5) (Image1) (Image2)
