1859 (Dec 29) small cover to London "via Marseilles" with rare franking of 6d purple-brown/blue SG 1 (2½ margins; Cat £450 x5 on
cover) plus Imperf 4d rose SG 4 (cut-square with margins in places; Cat £4500 x4+ on cover) both tied by light bars cancels, the reverse with largely very fine 'PUSILAWE/=POST-____' ('UNPAID' removed) with manuscript "29 Decr 59/Paid" inserted (Proud
D2; rated 1500 points) & 'LONDON-WC/ 8E / JA30/60' arrival cds in red, repaired scissor-cut 9mm below the stamps. Ex Sir Ernest de Silva (1942). BPA Certificate (2020) states "...the cover has been extensively repaired, the stamps lifted, treated to
reduce staining - affecting the colour - and replaced, is genuine".
The via Marseilles rate is generally accepted to have been 9d at this time. However, there may have been a short-lived rate adjustment. Twelve Imperf 4d covers are recorded by Kimmel & Pearson at pages 470-1. Number 6 of --.11.1859 & Number 10 of
17.1.1860 are both paid 9d. Between them, Number 8 of 29.12.1859 (this cover; incorrectly stated that the 6d is on White Paper) and Number 9 of 10.1.1860, from a different correspondence from Colombo (Ex Joseph Hackmey Part I; Est US80,000-100,000
but unsold), are both paid 10d. The only 6d 8d 9d or 10d cover listed by K&P that is relevant is 8d Number 8, stated by them to be dated 19.1.1860. However, in the Hackmey Part I catalogue, the date is given as 10.1.1860. If K&P's date is correct,
the case for a 10d rate is not impacted.
As should be expected, most of the Imperf 4d covers are from Colombo. One each are recorded from Galle & Kandy. Only this and one from Badulla are from out-stations, both being located in the Central Highlands. (Image1) (Image2)
