This Philadelphia "2" drop rate handstamp was more commonly used on stampless covers. It is also known as a cancelling device on the 1847 5¢ issue with an additional strike on cover indicating both the drop fee plus the additional carrier fees for both pick up at the street mail box and delivery to the local address (overpayment of 1¢).
