407 cover   image1920 (October 19), 5c blue War Tax postally on local Montreal drop letter, tied by Montreal machine cancellation (19 Oct, 6 A.M.), addressed locally in Montreal, the 5c franking paying the 2c first-ounce drop-letter rate plus 1c for each additional ounce, for a total weight of 3-4oz, some light edge wear, a scarce late postal use of a stamp intended for fiscal purposes, accepted without postage due.

The 5c Admiral War Tax stamp was issued specifically for payment of the war tax on wines and spirits, but confusion over its status led the Post Office to authorize its temporary use for postage beginning April 16, 1915. On May 20, postmasters were instructed no longer to accept the stamp for postal purposes and thereafter such usages were liable to postage due. This October 1920 example was nevertheless accepted at Montreal and used to pay the correct local drop-letter rate - far later than the regulations permitted. (Image 1) (Image 2)
