December 26, 1898 Covers Demonstrating a Rate Anomaly, the first is mailed from Hamilton to Scotland (a distance of 3,300 miles), franked with a single 2c Map, the second is mailed from St Thomas to Tara, Ontario (140 miles) franked with a 2c Map
plus a 1c Numeral. For a period of one week from DEC.25.1898 to DEC.31.1898 there was an odd situation where the rate for mailing a letter to another country had adopted the Imperial Penny Postage, which was less than mailing a letter to Canada or
the US (2c versus 3c). These two very fine covers properly illustrate a discrepancy in the rates during this short-lived period. (Scan a)

Covers to the USA, Just Prior to the Rate Change, the first is a 1c stationery cover uprated 2c Map, mailed Upper Stewiacke NS to Providence RI on DEC.31.1898, being on the final day of the 3c rate to the USA. The new 2c rate would not take
effect until January 1st, 1899 (cover has faults). The second cover is registered mailed from Halifax to Columbia, GA on DEC.28.1898, franked with a pair of 2c Maps plus four 1c Numerals paying the 3c postage plus 5c registration rate, which would be
in effect until January 1st, 1899. Note that "Columbia" could not be found, and thus the note "Try Columbus", further "Drawer 3 not rented" and so sent to DLO and return to sender pointing finger, etc (cover is very fine). A useful pair of cross

Covers to the USA, After the Rate Change, the first mailed Atlin BC to Seattle Washington on MAY.13.1899 (during the Gold Rush), franked with a single 2c Map, paying the new 2c rate to the US (very fine). The second was mailed on MAR.9.1899

25, 1898 "Latchford" Cover to Jamaica, with Reply Cover, first cover was mailed from Ottawa (DEC.25 Bickerdike machine cancel) and addressed to the postmaster in Kingston, Jamaica (JAN.4 receiver, plus two US transits on back). F.R. Latchford was
a friend of Postmaster General Mulock and sent covers to various Empire countries on the first day of the Imperial Penny Postage rate, and even though Jamaica did not adopt the new rate until May 1899, the cover was not taxed. Furthermore, the return
envelope (which was probably enclosed in the mailed one, as it bears the same handwriting) is franked with a single 1d stamp, deliberately underpaying the return postage. Thirteen covers are known to exist, and nine of these have a reply cover, this
being one. On a well described exhibit page, with two light folds on the Map cover and a stain and corner fault on the reply cover, still desirable. Rsv. (Scan a)

F.R. Latchford was a friend of Postmaster General Mulock and sent covers to various Empire countries on the first day of the Imperial Penny Postage rate, with reply envelopes enclosed. This reply cover is franked with a single 1 Anna stamp, the
equivalent of the penny rate. Thirteen covers are known to exist, this being one of the only nine known with reply envelopes. On a well described exhibit page, with opening tear and horizontal crease on the Map cover and the reply cover is very fine,
