281   image1896 HOBART LOCAL COVER WITH 2d BISECT FRANKING: Diagonally bisected 2d green cancelled by barred numeral "62" with New Town cds of 23 Dec. 1896 and backstamped Hobart cds of same date, paying the local 1d rate. Basset Hull (Stamps of Tasmania) states "the Secretary of the Post Office, Hobart, gave assurance that it was not uncommon for Postmasters who had exhausted their stock of 1d stamps to bisect a higher value. Although this practice was not authorised, given the situation, the mutilated stamp was permitted to pass". Holcombe Cert. (1994) Cert. states cover is genuine, but notes that the use of the bisect was not officially authorised. (Image)
