839   imageORIGIN OF POSTAL REFORM - CHRONICALLY HIGH RATES - PRESTAMP "8s/8d", "12s/-" OR "14s/-" "per Oz" MARKS; 1827/30 trio of Es (usual filing folds; some reinforcing) to Huth in London by P.O. Packet services with London's Foreign P.O. handstruck "...per Oz" marks; 1827 ex B. Aires with fine unframed "[1] Oz at 14s/- per Oz", 1830 ex Mexico with mainly fine rare dotted-framed "[11/4] Oz at 12s/- per Oz", and 1829 ex Vigo (Spain) with v. fine "[13/4] Oz at 8s/8d per Oz" mark. The postage charged for these letters upon delivery in London was "14/-", "15/-" and "15/2"! Postal rates like these inevitably led to London's merchants vigorously supporting Rowland Hill's campaign for Cheap Postage. Rare trio. 840   imageLAST DAY OF MILEAGE-BASED POSTAL RATES COVER - WITH EXTRA 'UNOFFICIAL 2d-RATE' CHARGE; 4 Dec. 1839 EL from "Wakefield" to "Penistone near Barnsley" sent on the Last Day of Mileage-based Postal Rates; with mostly fine "WAKEFIELD" cds on the top flap, but charged both "4[d]" (the PO rate for 11 miles; under 15 miles rate) and "6[d]" in manuscript on the front. This shows the extra 2d rate charged unofficially at the time by the Barnsley Postmaster, Thomas Lister, for each letter carried the 8 miles by his service from Barnsley to the village of Penistone.
