Public-facing display notice concerning foreign newspaper
transmission and prepayment requirements during the mid-Victorian
expansion of overseas postal services. Single-sheet broadside,
measuring 208 x 324mm (slightly reduced and marginally irregular at
edges). Light age-toning and minor handling marks; text clear and
entirely legible. A scarce surviving example of a mid-19th century

Postmaster General. Instructions to All Postmasters.” General Post
Office, July 1855. Official printed circular referring to
Instructions No. 44 of 1855 (203 x 318mm), directing that a stamped
periodical publication not prepaid with a Penny Postage Label be
forwarded charged double postage (2d), being twice the sum that
should have been prepaid. Signed in print by Rowland Hill,
Secretary. Folio single-sheet instruction, printed one side; print
run noted at foot “H.&G. 7,500 7–55.” Horizontal and vertical
fold lines as issued; some creasing, contemporary horizontal folds,
age-toning, with minor staining to reverse, but text clear and
complete. A scarce surviving example of mid-Victorian G.P.O.
administrative practice concerning newspaper and printed matter

Printed General Post Office notice headed “Postmasters Cautioned
Not to Lose or Destroy Their Printed Instructions”, No. 26, 1857,
page 101. Issued from the General Post Office, 28th May 1857, and
signed in print “Rowland Hill, Secretary.” The circular admonishes
postmasters for failing to preserve official printed instructions
and imposes a fine of 2d for lost copies, while providing for the
supply of portfolios to retain them. An official mid-Victorian
administrative directive reflecting the increasing centralisation
and professionalisation of Post Office management under Hill’s
reforms. A scarce survival of a working G.P.O. circular directly
associated with Rowland Hill during his tenure as Secretary. Minor

Office, dated 9 November 1857, titled “Parliamentary Notices,”
directing Postmasters regarding the service and receipt procedures
for Parliamentary Notices under the Book of General Rules. Signed
in print by Rowland Hill as Secretary. Four-page folded circular
(pp. 201–204), of which the first page contains the substantive
instruction; the two inner pages are blank as issued; the final
page bears the printed notice “FOR THE POSTMASTER – This
instruction must be kept in the Portfolio supplied to Postmasters.”
Official print notation at foot “R.P. 9,000 11-57 (244).” Light
foxing and original central fold consistent with issue. A
well-preserved example of mid-Victorian GPO administrative

be placed on the Outside of a Bundle of Letters”: Official printed
circular issued from the General Post Office, dated 4 January 1858,
setting out detailed rules governing the tying and placement of the
Letter Bill accompanying despatches, including treatment of
Registered, Official Money, Foreign Paid and Inland Unpaid letters,
and expressly prohibiting the tying of Newspapers or Packets with
the Letter Bill. Signed in print by Rowland Hill as Secretary.
Complete four-page folded instruction, comprising substantive
printed text on three pages with final page headed “FOR THE
POSTMASTER” directing retention in the official portfolio. Print
run noted at foot “R.P. 150 10-58 (3562).” With small contemporary
manuscript initial at upper right of the title page, consistent
with official receipt or filing. Light foxing and marginal wear
consistent with use. A scarce and important example of
mid-Victorian G.P.O. administrative procedure under Hill’s reformed

4024 cover imagePre-Adhesive Postal History. Manchester 4 Handstruck Error - 21
December 1839: Entire letter from Manchester to Edinburgh, prepaid
at the 4 d. Uniform rate (manuscript red “4”), bearing a black
handstruck “4” applied in error, denoting “to pay”. The incorrect
black charge marking was subsequently crossed out in red, almost
certainly on arrival, and accompanied by multiple red “PAID”
datestamps confirming prepayment. Manchester despatch 21 December
1839, Edinburgh arrival cds alongside (23 Dec 1839). A remarkable
late 1839 transitional usage from the closing weeks of the Uniform
4d period immediately preceding the 1840 postal reforms. The
erroneous application of a charge handstamp to a prepaid letter
represents a rare postal accounting anomaly. Ex Chadwick and
illustrated in his work (p.16). Described as the only recorded
example of this Manchester 4d handstamp error. An exceptional and
exhibition-level item of pre-adhesive Manchester postal history.

engraved trial sheet bearing the imprint “Perkins, Bacon & Petch,
London,” comprising two finely engraved circular classical
allegorical vignettes surrounded by intricate engine-turned
lathe-work medallions, demonstrating the firm’s security engraving
techniques. Part of experimental or presentation work illustrating
anti-forgery capabilities and vignette design options, rather than
for issued postage stamp use. Light general age-toning and
scattered foxing, some marginal staining, the sheet full with
imprint clearly struck. A scarce and attractive survivor of Perkins

4026 (*) image1848 Charles Whiting Patent Security Essay: Large embossed
presentation sheet produced by Charles Whiting (228 x 291mm),
Beaufort House, Strand, London, illustrating his patented
anti-forgery system for postage stamps and security labels. The
ornate embossed white relief frame surrounds a central blue
engine-turned medallion device, with two small experimental 3d
label designs above in differing colour treatments, and on the
reverse a multicoloured “Patent Compound - For Protection Against
Forgery” label. Produced for official consideration following
Whiting’s 1848 patent proposing complex engine-turned and embossed
security printing as an alternative to Perkins Bacon’s
line-engraved method. Moderate foxing and care worn to edges,
embossing strong and well preserved. A scarce and visually
impressive example of early Victorian security printing

lower right corner of the sheet, lettered SK/TL, showing part
marginal inscription „….(care)ful not to remove the Cement“ at base
and plate number „1“ (partly obscured by the perforations), of
fabulous rich colour, the stamps brilliantly fresh and fine, merest
hint of vertical gum bend at right, superb large part o.g. with
lower pair unmounted o.g. A magnificent multiple of great rarity.
Cert. B.P.A. (2021) Gi = £ 34‘000. Note: The earliest record of
mint unissued 1 ½ d. rosy mauves was to the best of our knowledge,
based on information in the Karl Louis Card Index, in the 1894,
Royal Philatelic Society 25th. Anniversary Exhibition in the Avery
collection (block of six). In the following years a number of mint
blocks came on the stamp market through some of the London Pioneer
stamp auctions, such as Ventom Bull & Cooper (1899 & 1906), Puttick
& Simpson (1901), Plumridge (1902). Provenance: Puttick & Simpson
auction, 29-30 Oct. 1901 (as a block of six, SJ/TL – not
illustrated, identification „as far as one can determine“) Lady

of 20“, unused with large part original gum, mostly unmounted og.,
perfs. a tad ragged at left, otherwise in a spectacular fresh
condition, the largest surviving multiple in private hands
originating from the „Mayfair Find“ in 1925, Gi Spec = £ 55‘000.
Note: Only one other mint block of twelve in private hands is
recorded. The only known larger mint multiple, a pane of 20, AI/EL,
was first offered on auction (Ventom Bull & Cooper, 2-3 April
1903), went into the Duveen collection (bought intact by Charles J.
Phillips in 1922) and was later shown in the R.J. White collection
at the International Philatelic Exhibition, New York (1926). This
pane now resides – unavailable for collectors – in the Royal
collection of His Majesty King Charles III. Provenance: „Mayfair
Stamp Find“, Harmer auction 1925, lot 94 „A Baronet’s collection“
(Baron Anthony de Worms), bought by Charles Nissen, illustrated in

4036 cover image1865, 9d. straw, watermark ‚Emblems‘, plate 4, DC, tied with London
Foreign Branch „H“ numeral to lettersheet dispatched from „LOMBARD
STREET AP 16 66“ via Belgium to Moscow, very fresh and perfect
condition. Note: The 9d. postage was prepaid in cash, noted „9“ in
red in the top left corner and later franked with an adhesive and
cancelled with the „H“ barred numeral. This unusual procedere was
based on a memorandum „Prepayment of postage in money“, Post
30/198, sent in November 1864 to all Post Offices instructing
„….Officers to place postage stamps of the proper value on all
Foreign and Colonial letters the postage of which is prepaid in
money, and which are posted at this office, or at offices
subordinate to him, during four weeks ending 10th December 1864“.
For reasons unknown, this instruction was still applied at the
Lombard Street Post Office in 1866, as a few more covers similary
treated from March and April 1866 are recorded. For further reading
