Used by Carrier Department with Precancel to Prevent Postal Reuse

1c Blue Type II with ample margins to just in at top, tied by “U.S.P.O. Despatch / Pre-Paid / One Cent” double-oval carrier marking on buff cover addressed to a Philadelphia post office box. The stamp was precancelled and used to prepay the 1c carrier fee to prevent the stamps from being used for regular postage and to prevent accounting problems for the post office and carrier department. A fascinating postal artifact.

Carrier Mar. 4 circular datestamp of Albany, New York clearly struck on 1867 folded cover mailed from the Netherlands. Red FEB 13 Arnhem origin circular datestamp with framed "FRANCO" handstamp and manuscript "70" Dutch cents rate on the reverse. Red crayon "1/½" credit to Great Britain, London FEB 15 transit datestamp, and red "5 Cents" in arc credit marking to the United States. Transported on the Asia on the Cunard Line from Queenstown February 17 arriving March 3 in Boston, with red "Boston Br. Pkt. 24 Paid Mar. 3" circular datestamp. The cover was later re-addressed, in different handwriting, to Brattleborough, Vermont, where it was sent forward as unpaid and charged 5 cents collect. The census of 5L1 covers maintained by John Bowman contains only one other cover with more than two stamps, that example franked with three singles, and is offered as Lot #1077.

The stamps with minor flaws and cover with some mended edge separations and light toning but still Very Fine Appearance. This is a very rare triple-rate franking. The census of 5L1 covers maintained by John Bowman contains only one other cover with more than two stamps, that example franked with a pair and a single, and is offered as Lot #1,076.
