Very Scarce, Fewer Than Ten Singles Known

The stamp with a tiny tear at right, creases, and a thin, but still a scarce carrier issue. C.C. Williams was appointed superintendent of the Cincinnati carrier department in late October 1854, overseeing a service that had operated intermittently since 1837, with no service from October 1845 to February 1848.  Early advertisements under his leadership listed delivery fees of 2c for city delivery and 1c for delivery to the mails, with strict instructions that fees be prepaid using either the official Eagle Carrier stamp (LO1) or the semi-official Williams' City Post stamp (9LB1). Williams eventually transitioned to a clerk role at the post office on April 1, 1855, though the 9LB1 stamp continued in use, as evidenced by three known covers postmarked May 1855, June 1855, and January 1856. The 9LB1 stamp is extremely scarce, with only one unused pair and approximately ten off-cover singles known.

Philadelphia carrier red star indicates fee paid for service to the Post Office and Delivery to addressee, Mrs. Willing at Spruce St., between 9th & 10th. The cover was later re-addressed, in different handwriting, to Brattleborough, Vermont, where it was sent forward as unpaid and charged 5 cents collect. The cover with embossed with the coat of arms of the "Gresham Club" on the flap tip, with a London Patent on the adhesive seal. No contents enclosed.

City Post” snowshovel-style datestamp, boxed green “NOT FOUND”, and green “CAR 2” oval carrier marking. Returned to the post office and marked with red boxed “ADV.1.” (Advertised once).

Green "N.O. City Post Jan. 13" snowshovel postmark to the Post Office for Outgoing Mail to Indiana. Troy, Ind postmark and manuscript "Mis & Forward" directive. The cover stained around the Troy handstamp. This cover was carried by the New Orleans semi-official carrier service to the U.S. mails without fee, then forwarded to Troy. A rare outbound carrier use, most known examples are inbound with fee paid.

Only 4-5 Recorded Covers with the Prepaid Marking

Illustrated as Figure 7 in The Postal History of the U.S. Carrier Service in New Orleans, 1851-1861 By Hubert C. Skinner This printed notice of the Board of Directors of the New Orleans Public Schools was prepaid and handled entirely within the carrier service for a fee of one cent. The green color of these handstamps was used exclusively by the "N.O.U.S. CITY POST" at this time. The snow-shovel marking is dated "MAY 14" with "3.P.M" indicating the hour of the delivery.

1c Blue Type II with ample margins to just in at top, tied by “U.S.P.O. Despatch / Pre-Paid / One Cent” double-oval carrier marking on buff cover addressed to a Philadelphia post office box. The stamp was precancelled and used to prepay the 1c carrier fee to prevent the stamps from being used for regular postage and to prevent accounting problems for the post office and carrier department. A fascinating postal artifact.

Horizontal pair of 1c Blue Type IV (#9), positions 28R1L and 29R1L, tied by circular grid cancels on folded cover addressed locally within New Orleans, Louisiana. The manuscript instruction “Please Send by Penny Post” requested carrier delivery. The pair prepaid the 2c combined rate for drop letter and local carrier service.
