A good lot, London type LLpp6 handstamp (Jay 816) only used for three months in 1838. (6).

259 imageCape of Good Hope. 1822 (Sep 29) Entire letter from the Earl of Donoughmore at Knocklofty, addressed to "Major Henry Hely Hutchinson, 49th Regt., Cape Town, Cape of Good Hope", signed by Francis Freeling with both inland and boxed Ship Letter Office "FREE" datestamps. The letter includes "your best way of writing to me will be to enclose your letters under cover to Francis Freeling Esq., Secretary Gen. Post Office London to whom I have written for permission". 264 c.1837 and 1839 Printed P.O Circulars giving the regulations for franked mail to foreign parts, only public despatches to and from Secretaries of State, British Embassies and Legations at foreign courts being free; also 1839 (July 19) printed G.P.O letter sent with the second notice explaining that this applies to the Indian mail through France, but franking is still possible via Falmouth and heavy documents should be sent by that route. From the Chelsea Hospital archives, the letter signed by Maberley. (3).

265 India. 1839 (Aug 30) Entire letter from William Harding at the Ordnance Office to "Captain Bott, 5 Light Cavalry, Kurnaul, Bengal via Falmouth", franked by Robert Byham (Secretary to the Board of Trade) with red Free datestamp, light Bombay Free backstamp. Also another 1839 (May 10) letter from London to Lt. Bott at Kurnaul prepaid 2/6, a good pair. (2).

266 Malta. 1839 Entire to "Sir Charles Adam, Admiralty, London" with two disinfection slits and a Malta Lazaret cachet, red Free datestamp applied upon arrival. Adams was a Lord of the Admiralty and had unlimited franking privileges. An unusual disinfected free.

268 1795 (Mar 12) Entire from London to "Thos. de Sausmarez, His Majestys Adj. Genl in Guernsey" franked by Daniel le Mesurier with a fine Free datestamp, and a bill from the Guernsey Postmistress Ann Watson for postage on letters to Thomas de Sausmarez between 16 Feb. and 5 April 1795, which includes 2d on March 16th, probably for the delivery of this franked letter. Also an 1816 letter from the Earl of Effingham to Francis Freeling complaining that M.Ps letters to Guernsey and Jersey are sometimes charged, sometimes not. (3).

Abuses of the Franking Privilege

269 1753 Entire letters, one written by Thomas Atkinson but franked "Free Cardigan", the other with the address written on the reverse by the writer T. Ringes and then copied on the front and signed "Free P. Hale" so that the signature and address are all in the same hand to comply with the franking regulations, both with "P" written on by an inspector of franks. (2).

270 1793-1825 Entire letters, entires and letters (14) and fronts (2), various franking abuses including letters franked on behalf of other writers, letters from M.Ps sending franks, two letters from Ireland with instructions on how to evade postage by sending letters under cover to an M.P who will frank and forward them, 1830 front signed by the new Lord Combermere before he was entitled to free franking, etc. An interesting group. (16).

271 1826-30 Letters to the G.P.O, a long 1826 letter from Ballymena endorsed "Inclosed in a frank of G. O'Neill of April 29th 1826" and addressed to Charles Claude Hamilton at the G.P.O Lombard St; and an 1830 letter franked by Edward Cust to Francis Freeling complaining about his servant being charged for free letters, posted at Broadstairs with boxed "No. 1" and "Ramsgate / Penny Post", charged 1d. Also an 1828 letter from Freeling to a lady who complains at the delay in sending letters whilst waiting for Sir Charles Forbes to frank them for her - he was not concerned about the abuse of privilege but simply suggests she gets franks from Sir Charles beforehand which she can then post herself. (3).

Postal Reform and the End of Franking

273 image1838 (July 4) Large and small letters produced by the Mercantile Committee on Postal Reform to highlight the absurdity of the postal rates, a very large single sheet of paper with address panel of 270x190mm headed "SINGLE LETTER / UNDER ONE OUNCE IN WEIGHT" and "To be Kept Dry, or the Single Postage will be raised to Fourfold Postage" and a tiny letter of 75x32mm containing a separate enclosure, with printed address panel "DOUBLE LETTER, SEVEN GRAINS IN WEIGHT". Both contain a printed message "POSTAGE CHARGES IN 1838" explaining the 35x23 inch sheet weighing one ounce is charged as a single letter whilst the tiny letter of 4x2½ inches weighing 7 grains (under one 60th part of an ounce) is charged double postage. Both posted on the same day to A. Pringle Esq. M.P in London with red Free datestamps and a red "MANNINGTREE" undated circle on reverse, the large sheet with two vertical folds. 500 Pairs of these single and double letters were printed in 1838; this pair is the sole used pair recorded by James Grimwood-Taylor in "International Postal Reforms". A unique and important pair; similar printed single and double letters were again printed by the Mercantile Committee in 1839, highlighting their success in the campaign for postal reform. (2). 274 1839 (Oct 1) Entire letter from London to Scotland charged 2/2½ with an interesting postscript on the reverse "Not a frank to be got, but hopes held out of a penny post in Jany.". Also 1860 "Sixth Report of The Postmaster General on The Post Office", 84 pages, full of useful and interesting information including the number of franks delivered in 1839. (2).

275 1839 (Dec 29) Free cover from Dorking to "The York House, Bath" signed by Fitzalan, posted during the 4d Post Period, red Free datestamp (Dec 30). Endorsed "Detained at the York House unknown" then seemingly put back into the post eleven months later with a Bath backstamp of 30 Nov 1840, presumably returned to the sender under cover. Small hole at base of address panel, otherwise fine and very unusual, probably the latest recorded datestamp on any free frank letter.
