Found to be double weight as fully prepaid for single tariff, and struck with "INSUFFICIENTLY / + / PREPAID" in red. Three line dated PANAMA / TRANSIT in black (May 20) on front and reverse with 'St. Thomas' cds (May 28) where struck with "No. (5069) / DETAINED FOR POSTAGE (1/-)" with bracketed figures in manuscript. Presumably paid and sent on to Caracas. Some unsurprising edge wear to envelope, a most unusual cover.rnNote: The German Consul Erwin Stammann was a great critic of the Venezuelan President Guzman Blanco, calling him a despot and megalomaniac and Venezuela a “pitiful mestizo stateâ€.
