$10 Chariton NB of Chariton Iowa Ch# 6014 2nd Charter Period date back S/N N89852 VG w/ a 5mm hole just above Liberty's head. A scarce note as Friedberg shows only(5) known from this bank. (They are all large-size notes as this bank did not issue small size currency.) 2nd Charter date backs were issued from 1908 to 1922 as a result of the Aldrich-Vreeland Act. This act was passed May 30, 1908 in response to sudden withdrawals of currency from banks during the financial panic of 1907. The act allowed for the creation of a supply of emergency currency to meet the need for liquidity in a crisis. The interesting thing is that THIRD Charter Red Seal Nationals had been in circulation since 1902. Why this act, passed in 1908, was satisfied with the older-style 2nd charter design is one of several mysteries in the production of paper currency in the US. (Image)
