Paid a very scarce provisional use of the 3p for the equivalent 5 cent domestic letter rate (see below for notes on registration fee). A remarkable and very rare registered cover, VF (Unitrade 11A)

Expertization: 1996 Peter Holcombe certificate

Provenance: Dale-Lichtenstein, Sale 5, May 1969; Lot 38
Dr. Chan Chin Cheung, September 1995; Lot 144

Interim Period: The three pence Heraldic was used provisionally in place of the 5 cent brown Harp Seal (issued November 15, 1865), which was exhausted by late summer 1868. Its replacement, the 5 cent black Harp Seal was not available until February 1869.

Registration: In the census listed in the Pratt handbook of all known Pence covers (280 in total) only two registered covers are listed. Both are addressed internally. The registration scheme was in effect by early April of 1858. Surprisingly enough, Pratt omits mentioning this cover (No. 11 on page 158) as registered. Whether or not the registration fee had to be paid in stamps or in cash is unclear but likely owing to the stamp shortage at the time the Postmaster received the 5c registration fee in cash. (Image)
