1715 "Free" COVER REF. NEW FREE FRANK RULES + LATER FRANKED COVERS; Important 10 Sept. 1715 EL (faults; typed transcript) probably posted in Edinburgh (endorsed "Free" as usual for early Scottish free mail) and sent to Falkirk with a report on the previous day in the House of Commons; "...Ordered [unanimously]... yt no Member do presume to frank any letter unless the whole superscription of such letter be of his own hand writing... Ordered yt no lers directed to any Member in this house be carryed free of ye duty of postage unless such Member qu [= who] actually reside at the place to qch [= which] such a letter is directed...". Plus a small group of fine 1826-34 franked wrappers; 6 to Joseph Hume with eminent franking autographs identified (Marquis of "Queensberry" et al), and 7 others (inc. fine scarce "CLANE/19" and "NAVAN" mileages via Dublin).
