1912, 1¢ green, Kansas City roulette (Scott 408 var.), right margin block of 4, o.g., never hinged, an eye-catching block with full right margin; vibrant color and crystal-clear impression; top horizontal margin scissors-cut; horizontal rouletting through top border of design, still Fine to Very Fine. Accompanied by copy of Nov. 4, 1919, affidavit filed by the original purchaser, Elmer R. Waters, and witnessed by Wilson D. Wood (both of whom initialed the bottom left stamp), providing an interesting historical tidbit, stating, "The clerk refused to sell affiant more than one pane, stating that the Postal Authorities had instructed them to sell only one sheet to each customer" .
