Attractive large size document illustrated with EAGLE, STAR & STRIPES, SIGNED by PRESIDENT WILLIAM McKINLEY 26 Dec 1899. Also signed by the Secretary of War ELIHU ROOT. The document is a Commission for the promotion of an officer to the rank of First Lieutenant. Has attractive blue seal. Measures 15 x 19 inches.
