FINE APPEARANCE. THE ONLY RECORDED USE OF THE NEW YORK POSTMASTER'S PROVISIONAL FROM CHARLESTON, SOUTH CAROLINA.

This origin is missing from the cities identified in the Piller book. The "10" rate suggests that the Charleston postmaster was uncertain whether or not to accept the New York stamps, but the "Paid" arc applied at New York confirms acceptance.
