Jul. 9 3PM" circular datestamp and duplex oval, 6c War tied by target cancel, "Charleston S.C. Jul. 23 1PM" circular datestamp and "Forwarded" in oval frame on "Office of Assistant Treasurer U.S., Chicago, Illinois." imprint cover to Capt. J. H. Belcher, Assistant Quartermaster in Santa Fe N.M., forwarded to Charleston S.C. and again to Salem Mass., evidently the Charleston Quartermaster's office was obliged to pay a second postage rate with their War Department stamp

THE ONLY RECORDED COMBINATION OF TWO DIFFERENT DEPARTMENTS' STAMPS ON ONE COVER.

Both Fort Union and Fort Marcy were located at Santa Fe, New Mexico, but we think it is more likely this was sent to Fort Union, where there was a large supply depot run by the Quartermaster's Department. From there the cover was redirected to the Quartermaster's office in Charleston without incurring a secondary postage charge. However, upon forwarding to Salem, the 6c War stamp was required to pay the double domestic rate. (Image)
