VERY FINE. A BEAUTIFUL CLEAR STRIKE OF THE ANNAPOLIS POSTMASTER'S SEAL, WHICH WAS USED TO MAKE THE FAMOUS POSTMASTER PROVISIONAL ENVELOPES AND ALSO RARELY APPLIED AS A POSTMARK.

Ex Kapiloff. The Scott footnote to 2XU1 values the blue circle at $3,000.00 with "2" handstamped rate and at $3,000.00 with "5" handstamped rate, but does not list this "Drop 2" manuscript rate. (Image)
