VERY FINE. A BEAUTIFUL ARE RARE SMALL-FORMAT QUADRUPLE-RATE COVER TO ENGLAND BEARING THE 90-CENT 1861 ISSUE.

The Herzog-Starnes census of 90c covers (Chronicle No. 140, November 1988) records only nine 90c covers used to England. The rate of 96c pays four-times the 24c rate by British Mails.
