Felix Cohen, a stamp dealer living in Alexandria, was directly responsible for the issuance of the handstamped overprints; and he controlled virtually the whole supply. He was also indirectly responsible for the typographed overprints, since they were only issued in order to meet the demand that had been created by the appearance (and the shortage) of the handstamped overprints.
