The high rate (2-2¼ onzas over 45 miles) is explained by the contents (in English) which refer to the enclosure of express letters to be forwarded by the addressee. The sender also refers to having previously sent letters to be forwarded by the French packet, thus illustrating the common practice of not entrusting important or valuable mail to the district post offices.
