161 cover 82 image1898 (December 13), 8c orange Numeral registered cover, single franking, paying the 3c cross-border rate plus 5c registration fee, tied by crisp Kingston c.d.s., free strike at lower left, bold oval "R" registration handstamp, reverse with additional Kingston datestamps, Toronto / NT (13 Dec) transit and violet New York arrival (15 Dec) c.d.s., stamp somewhat oxidized, else a choice in-period usage, quite elusive; ex "Libra."

The 3c + 5c rate to the United States was in effect until December 31, 1898; the 8c Numeral was issued only on September 24, 1898, resulting in a very short period of use. (Image 1) (Image 2)

(1 Feb), unaddressed, the reverse signed in full “With the compliments of / W. Mulock / Postmaster General of Canada / Ottawa, 1st February 1899,” crease far removed from handwriting and stamp, a most attractive and highly desirable Map-era item, signed during Mulock’s tenure as Postmaster General.

Born in 1843 at Bond Head, Canada West, William Mulock was appointed Postmaster General in 1896 by Wilfrid Laurier, overseeing the introduction of the celebrated 1898 Map stamp before later serving as Chief Justice of the Supreme Court of Ontario; an historically resonant autograph card from one of the key figures in Canadian postal history.
