certificate states only has surface abrasions and creases, fine fS.G. #O16a, 1866 "Service/Postage" overprint in green on complete 2a purple Fiscal stamp inscribed "Foreign Bill," used with light cancellation, faults, although the accompanying certificate states only "has surface abrasions and creases," fine for this; one of the two great rarities among British India Service stamps, being the only known example of the intact 2a Fiscal stamp showing the "Foreign Bill" inscription as well as being the Stanley Gibbons listing copy; 2008 RPS certificate; ex-Burrus, Sattin.To meet an urgent demand in Madras for the 2a, 4a and 8a values, these values of the Foreign Bill revenue stamps were overprinted "Service/Postage" for official use. The overprinting was done between 4th August and 7th September, 1866. At the time of production the inscription "Foreign Bill" at top and bottom were cut way. An example of the 8a value is also known intact. This stamp has only been recently listed in Stanley Gibbons. The catalog value is based on the sale price by Spink London in 2008. (Image) £15,000
