image Travelling Post Office Number 1: Type 1 (Large Vertical Oval) 'UP/TRAVELLING/POST OFFICE/ A4AU65/VICTORIA/MG1' very fine strike tying QV Laureates 4d to cover to Melbourne (very fine backstamp), very fine 'MORE TO PAY'-in-oval handstamp with "1/-" inserted but amended to "6d". Ex Charles Lathrop Pack, Roy Holland - sold for £720 - and Les Molnar: sold for $1830 (Sale 220 Lot 311). An extremely important item, being the earliest recorded TPO cover, the only recorded cover showing the 6d charge for late fee on TPO letters unpaid & taxed, and one of only three covers with the datestamp cancelling the stamp. Rated RRRRR as a cancellation on cover. Illustrated by Molnar & Waugh at page 4 where they state: "... mail that was handed directly to mail guards was subject to an additional late fee ... the bulk of the uncancelled mail ... came from designated free-standing post boxes ... at the train stations. These required no late fee ..." The late fee seems to have been reduced to 4d by January 1866 - see Lot 887 - but it was some time before this nonsensical situation was resolved by the late fee being revoked. This cover indicates that the postage due was the deficient fee only, and not double the deficiency. (Image1)

The rate comprised 1/10d (US 44c) via Marseilles to England, 8d (US 16c) trans-Atlantic packet to USA, and 5c internal US delivery. McIvor PO 1.7.1853; renamed Heathcote 12.1.1855. [Gold Mining; 40km ESE of Bendigo] The lengthy letter headed "McIvor Diggins" [sic] includes an account of bushrangers: "The country is full of robbers of all degrees - not many weeks ago 12 of them in open daylight attacked the Escort that brought down the gold from here to Melbourne, shooting them all down but 2 (fortunately none were killed but all severely wounded) and carring away 2300 ozs of gold and a large sum of money, but in less than 2 weeks after they ware all caught but through one of them selfs turning Queens evidence and before he reached town he cut his throat, however it is generally expected some other one will turn Queens evidence and they will all get hung. Such is life in Victoria...The reward for anyone giving information to lead to their conviction themselfs to turn Queens evidence or any one of themselfs was 30,000 dollars." (Image1)

After Britain imposed retaliatory rates, the ship letter rate was reduced to 6d on 1.7.1855 with no further inland delivery rates payable. The 1/- rate was thus in effect for just over one year. Ex John Barwis. The rate was 6d uniform ship letter x2 with 5d credit x2 to Great Britain for carriage by British contract packet. image 1855 (Oct 26) entire letter to Virginia USA endorsed "p Sovereign of the Seas via Liverpool" with QV Woodblocks 6d orange (margins good to touching at base) tied by Barred Oval '1' cancel, with Melbourne crowned-oval despatch, 'AUSTRALIAN/LIVERPOOL/JA25/56/PACKET' unframed cds in black and London '26JA26/1855' transits in red on the reverse, "d/5' accountancy marking in black applied on the face for credit to Great Britain for a contract packet letter, by trans-Atlantic steamer then carried in the closed mails from New York with 'BOSTON/FEB/19/BR.PKT.' [British Packet] arrival backstamp where '33'[c] postage due marking applied on the face, vertical fold clear of the adhesives & markings and minor edge faults. Ex John Barwis. 6d paid the uniform ship letter to Great Britain but, because it was underpaid to the USA, it was treated as wholly unpaid. The 33c due comprised 6d (12c) uniform ship letter, 16c Trans-Atlantic ship letter, plus 5c inland delivery.
