An extremely rare use of six copies of the 12-cent 1857 issue on cover from Florida to England, attempting to pay a triple rate but underpaid and treated as completely unpaid.
Two pairs and two singles tied by “Newport Fla. Sep. 6” (1858) circular datestamp on blue cover to Nottingham, England. Bold “New-York Br. Pkt. Sep. 15” circular datestamp, manuscript “Short Paid” and “20” debit markings, and manuscript “4/” due marking. Backstamped Newport Fla., Liverpool (Sep. 26), and Nottingham (Sep. 27), with red wax seal on reverse. The two singles cut apart into the design, spindle hole at center of cover, otherwise Very Fine.
The 72c franking was applied in an attempt to pay a triple 24c rate to England; however, no such rate step existed under the British rate progression, which advanced from 24c to 48c to 96c. As a result, the franking did not correspond to a recognized rate and was not credited by the New York exchange office. The cover was instead treated as unpaid for rating purposes, with the manuscript “20” indicating a quadruple 5c debit to Great Britain for carriage on a British packet, and the manuscript “4/” due marking reflecting the corresponding British charge to the recipient.

South Hadley, Mass. May 20, 1899 (should be 69) circular datestamp. Manuscript "Via Queenstown" at lower left. Double circle target duplex with red NEw York and Blue Calais transit marks. The 15c franking pays the 15c per half-ounce U.S.-France treaty rate via British packet under the convention then in effect. Stamp creases from the flap fold and the 10c and 3c stamps affected by a bleaching agent.

The enclosed letter is dated 1856. Letter mentions the Fremont Club.
This "Campaign" cover is one of the earliest types of advertising covers. It was used to rouse up interest for General Fremont in the 1856 Presidential campaign. He stood as a Republican against Fillmore (American party) a previous President and Buchanan (Democrat) who was elected.
